Problems Networking OSX and OS9 Computer

I work in a small lab that uses OSX and OS9 computers. Most of the computers of the computers we use are 10.2.8 g4 eMac's and iMacs. We recently aquired a G5 imac with tiger on it that was unable to connect to our OS9 file server. We've decided to try to switch to an OSX file server.

This is where the problems smart.
We like the ability of OS9 to allow multiple users to connect to and have read/write access on any of the files on the computer.
We have been completly unable to duplicate this with the OS10 file server. We've also been running into a number of problems related to user access: some computers working, some computers not authenticating etc..

Is there any way we could mimic the functionality of the OS9 file server in OSX? How can we set up the OSX machine to easily handle multiple users and what is the easiest way to add these users to this computer/

The internet thus far has not been a help at all. Hopefully you guys can help me out.
 
OS 9 will work as your file server for all OS X computers if you check the box "Allow users to connect using TCP/IP." Then in OS X, use connect to server and AFP://[IP address of server].

This has come about because 10.4 can't use appletalk for connecting to anything except printers - even though appletalk servers still show up in connect to server.
