Reset Login Now computer stuck in set up boot

Ok i have done a google search on this for the past 2 hours before posting and searched your forums and to the best of my knowledge this error is not reported online...

I own a recycle center where we buy back old computers from people and i just purchased a macbook pro 2.66ghz core 2 duo from somebody that tried to erase the hard drive the worst way i could imagine possible. they deleted everything but left the os on there. and me being the dumbass that i am went through and did a login hack through command s start up to see if that would make things better it did not. now the computer is stuck looping the start up process to mac os x the cd drive is in-operable so i connected a external cd drive to it to try and erase the hard drive and just reinstall mac os x but when loading the cd after holding down option during power on it just re-directs me to the start up menu where i have to set up the mac like its new when i do enter the info on the start up menu it loops back and asks me to do it again and again and again. is there any hope for this hard drive? is there anything i can do? thank you for reading and thanks for any help.

That is, essentially, what it is trying to do--make a brand new OS. Set it up like it is new!

Or--I do not have a screen shot of this--but if you check under "Tool," methinks, you should be able to go to Disk Utility. Goeth thou to that, then you can completely erase the HD, format it for Mac, and then leave it for its new owner to install the OS.
