Russian encoding in Mail

Well, I just got a swift kick.
Here I am the IT Admin for a company that deals with Russians and have demanded a strict adherence to using KOIR-8 for all documents, mail, whatever. Well, today I discovered that Mail is sending out in UTF-8! Why? I am certain that I would checked this at some point when I first started using Macs. Anyhow, how can I force Mail to only send mail in KOIR-8 encoding?

I have the answer to my own question. Go into Terminal and on the command line type:
defaults write com.apple.mail NSPreferredMailCharset koi8-r
