Safari: Cache?

I am the law!
I am a web developer, so I always have a window open to whatever PHP file I happen to be working on.

I just tried using Safari to "test" my scripts and I found that when I make changes in the code, Safari just displays whats in its cache.

The worse part is, there doesn't seem to be ANY way to get around it besides quitting safari and starting it up again. I tried holding down option, command, shift, control, etc and clicking refresh but nothing would make it re request the data.

Anybody else notice this? I want to make sure that its a real problem before I report it to apple.
 
I don't have any experience with this problem, but I can tell you that you can empty the cache by clicking "Empty Cache" in the Safari menu or pressing Cmd-Option-E.
