Selective startup

ok, i have been a PC guy my entire life.... i finally could not resist the mac and purchased a new macbook yesterday. right now i am just trying to figure the system out. i have one question....i remember in windows, you can go to run>msconfig and then it would give you the option to choose what programs started up when windows was started... i am trying my hardest to explain this lol. is this possible on a mac??
 
I don't know about start up, but you can go to System Preferences > Accounts. From there click Login Items and select what you want to run when you login.

If you want this to be the same for multiple user in say a networkrd environment you can modify the login.plist file to include these items and this is the blue print for all user specific login.plist files. You Find this in Library>Preferences
