Shrinking in Preview, Paint?

I'm trying to shrink down an image pixel-wise, and cropping is not what I want. I only want to make it smaller, not cut off parts. I can't find it in Preview, is there a Paint equivalent for Macs that will run on OS X?

There are 'paint' applications for MacOS X, ... 'Google' search result.

Consider 'GraphicConverter'. It will open your graphic file, and allow for resolution and / or size manipulation.
 
I did some searching, and found Gimp. But, now I need help sizing in that. All I want to do is take my 500 some pixel image, and shrink it down to 150x150. I tried 'resize', that just changed the selection box. I tried scaling, same thing. How in the world can I do this???
 
Select the opened '500 some' window's 'Image, Scale Image...' menu item. Enter a 'Width' (or 'Height:') value. if the 'Width:' and 'Horizontal:' values are to remain proportional - leave the linked chain icon button alone, and the 'Height:' (or 'Width:') value would be re-calculated; otherwise, click on the linked chain icon button to 'break' the chain - and therefore, enter a separate 'Height:' (or 'Width:') value.
