What is it? I found it running when I sudo'd top ... I was running a packet sniffer and kept seing ARP ... that is a network protocol like ftp and ssl right? So I decided to see what it was. Snoopydaemon showed up I tried to kill it and nothing happened :\ I ended up having to just close the terminal window... also latley I have seen my modems transfer light flicker a lot even when I'm not using it .... Could anyone help me out?
 
ARP is "Address Resolution Protocol". It is part of TCP/IP but it is part of TCP/IP and not a protocol that uses TCP/IP. An ARP request is sent out to get a mac address or the computer with the IP address it's requesting. Without the MAC address you can't send a packet from one computer to another. There is no service/program that handles ARP, it is part of the TCP/IP networking stack.
