speeding up "tool tips"?

Is there a way to speed up the time before a "tool tip" comes up? That's at least the name in Windows. The decription of a tool bar button, for example, that pops up after you have the mouse over it for a while. I find the delay rediculously long in OS X and would love to speed it up.

If you hold down the option/alt key when you hold the cursor over long filenames, the yellow box will display instantly. But thats just for filenames, though.

yet another example of different strokes for different folks cause i get tired of the things popping up every time i run a mouse near them. actually this is one of those things i believe has more to do with the software than the finder - programer's choice. Some apps do it lots faster than others, at least on my mac-chine. Unless you are talking about balloon help which is very different and should be disabled a week after getting your first computer in my opinion. if anybody knows how to tweak them with out doing a major hack, i too would like to know, cause i would like to shut them off in programs i know well.
