Spotlight not searching Library

In Leopard 10.5.1, it appears that Spotlight does not find files (when searching for file names) within the user Library folder and particularly in the Preferences folder. Is this correct? Is there a way to change it?

when using SL from the finder (opt+cmd+space),
you can set it to search for System Files, it takes some digging, start by clicking the + sign, top-right of the search window, then click the drop down menu at the left side of this search window.

That is correct, an intentional design feature to prevent users from messing with their files.
jbarley's workaround works, and is probably better than modding spotlight to see them.
