I am running OSx.5.8 on a macbook, I have no disk and never recieved one with comp.
System Preferences does not responed and the icon is no longer on the dock.
How can I get it back?

In Finder, open your Applications folder.
System Preferences should be in there, if it is then drag it out and drop it on the Dock.
If by chance it is not there, then without an install disc I'd have to say you are "$hit out of luck."

Never buy a computer without the discs it shipped with from the factory, and if the system has been upgraded since, without the install discs for system it has now.
If you can't find system preferences on the hard drive (try with Spotlight), get Snow Leopard. MacBook will run it fine, and you'll have not only the discs but a newer system (for much cheaper than getting the replacement discs, and it will be good to have those discs anyway for any possible disaster or recovery need in future).
