Time Machine--Why does it keep loosing files?

I just don't understand why TM keeps over writing files. If I have a file I want to keep, I let TM backup. Then I delete the file from my hard drive. Once TM backup again it has been over written or removed from the TM backup. Is this the way TM works? If so, what it a good backup program that will keep what has been backed up and only backup new changes. Thanks in advance.
 
Don't delete the file and it will not get 'lost'.
TM will keep all the changes you have made to the file (by date). So if you want to see the file as it existed on, say, the 20th - just go to the date and hit 'Restore'. If you then want to see how the file looked on the 22nd, go to the date and hit 'Restore'.
