Titanium laptop, DVD drive not mounting

I just purchased a used Titanium laptop with Tiger 10.4.11 installed on it. Initially it would mount a CD when inserted into the drive, but the OS couldn't verify any .dmg files. I was told to go to disk utilities and try repair permissions. So I did. After that it mounted the .dmg file for a scanner I wanted to install and mounted a .dmg file I downloaded from the internet. When I re-booted after the software install, the internal DVD would no longer recognize the DVD in the drive. You can hear it start to mount, but then stop.

If I re-boot the machine with a DVD in the drive, it will recognize it and life is good. But if I don't re-start it with a DVD in it, it won't recognize it. This would lead me to believe it's possible a software issue, not a DVD drive issue, but I'm not a Mac tech.

Is there a patch to the Tiger OS which would stop this not mounting nonsense?
