Trying to interpret Server Manual

I'm attempting for the first time to set up managed computers and managed users in hopes of being able to use portable home directories. I'm trying to understand the phrase:

"enforce preference management at the computer level"

This is in the section of managing mobil clients: setting up mobil clients.

Does that mean ALL preferences? i.e. go to the preference panel and go to each group of preferences and pick "always"?

So, Open Directory can manage preferences at many levels. You can manage at the user level, the group level or the machine/computer level. This is referring to managing preferences globally across an entire machine account, instead of on a singular user account, meaning the same managed preferences will be applied to all users that log into that specific machine, which has been configured with a record in your LDAP.

For Mobility and Portable Home Directories, it only makes sense to do it by managing a computer list with the computer accounts of your mobile computers in it. Managing mobility by workgroup is counterproductive.
