Unable to receive fax from some fax machines

I have had this problem driving me nuts. I am unable to receive faxes from some machines. I send fine. I have tried Page Sender, FaxSTF and Cocoa eFax and it is the same with them all. Everything works fine from OS 9.2.2. so I guess it is not the internal fax.

I have a MDD 867 w/1.25 gig of ram using OS 10.2.2
