vRAM difference between 16 and 32?

I'm in the search of an iBook but with limited cash flow right now. I would like to save money and go with the 700mhz but that is the last iBook to have the 16 vRAM which won't work with Sim City 4.

Are most of the new and upcoming games requiring 32 vRAM?

Try and get the 32mb version, 16 isn't much at all nowadays. Also, check if the older card is compatible with Quartz Extreme.
