Once I format a Western Digital passport drive to FAT32, can I switch it back to MAC format only? Will I lose any storage space by doing this?
 
You won't lose storage space by switching between format types. You'll simply erase the disk to play nice with different operating systems. You can switch back and forth as many times as you like, losing any data on the disk each time.
 
Unless you want to partition the drive with part of it using FAT32 and the other part formatted to Mac OS Extended (Journaled).
