Web programs won't open

Hi, I was trying to connect to my second Mac via ethernet system and did something in the "Network" window in the attempt that apparently has affected all of the Mac programs associated with the web. These are the web programs that came with my G5 which is operating on OSX 10.3.9 such as Safari, Mail, Address Book and iCalendar. None of these programs will open. I know I am connected to the web because I have use of Outlook Express which is what I'm using to send this. I won't be able to get email at my normal email address because i can't open it. What could I have done (I'm not sure I even did anything but this problem appeared shortly after I tried doing that) that would affect only these programs and what can I do to get them started? I can open and work with all my other programs such as Adobe Illustrator, Outlook Express, Photoshop. When I try to open Safari or Mail for instance, I have had my "Force Quit" window open and see them appear there, and then shortly the words "not responding" appear after the name of the program. I have to force quit to get the program to quit. What do you suggest?
