weird file at /

I have a file at / named "???T+???osx" and it is very large, filled with various gibberish with almost all my application names here or there.

When I do a file on it I get this:
[localhost:/] dean% file ???T+???osx
â?¢T+â?¢osx: data

-rwxr-xr-x 1 dean unknown 44629504 Dec 31 00:34 ???T+???osx

What the heck is this thing?

Can I delete it - my anal retentive nature want's this damn thing gone. I think I optimized my drive around this time with Plus Optimizer, but I'm not sure.

If anyone cares, when I do a get info on this 42.5 MB file, then choose preview I get a message about an incorrect version of the Virus Database in the Tech Tool 3.05 prefs folder on my classic partition.

You must have TechTool's Protection extension running in Classic. This is an invisible TechTool backup file, and you can delete it with no bad consequences.
