What's the big deal about Quartz?

I'm kind of making this a combo of questions:

Well, I was reading over at Mac World a review on a dual processor. They were talking about the performance in OS 9 and the single processor version was running faster than the dual processor because the single processor was faster. Of course, when things went over to OS X, everything was faster on the dual processor. So, OS X is definately a benefit in the sense that it supports multi-threading, multi-processor machines.

Than I read that OS X, when it was first released, was a major disappointment performance wise. Menus were slow, and applications were slow in opening.

However, it went on to state that things had greatly improved with the release of OS X.1, and performance was where it should be, etc.

So, now we have OS X.2 being released. Is this going to be a faster OS in its own right (aside from Quartz)? Will Quartz help to speed things even further?

Basically, what I am asking is, is this going to be a faster operating system than was OS X.1? If so, by how much?
 
The OS itself will be faster, and if you have a graphic card supporting it, you can benefit from Quartz Extreme.
QE dumps the graphical stuff on the graphics card instead of the processor thus spreading the work over 2 workers...this WILL speed the OS up a lot.
Used 10.0? The difference between 10.0 to 10.1 was amazing, I believe 10.1 to 10.2 will be just as good.
