Where can I find the Developer Tools that I need?

Hello, I am a beginner Mac Programmer and I need to download/install the newest versions of the developer tools. I cannot locate my OS X install discs and the Apple website has so many programs and versions, I have no idea which ones to download. Could anyone help me out with a developer packet that contains all the tools I need or know of a website that has a package? I am running on 10.3.9 Power PC. Help would be greatly appreciated. Thank you.

Register as an Apple developer (there's a free version) and you have access to the developer tools and documentation among other things. The dev tools are not downloadable on those other Mac OS X download pages.
 
You could ask your father for permission to enter _his_ details or something like that? I'm not sure how these things work, but I don't think there should be a real problem...
