Windows File Service not in Sharing panel

I just installed OSX 10.2.3, and in the Sharing services panel, there isn't any "Windows File Service" entry, and no "Personal Web Services" entry neither. What's going on?

nice website you've got there.
Yes, I'm logged in as administrator. Also had a long look at the Admin Guide, so I did really RTFM. The web & windows sharing services refuse to show up in the Sharing panel even after doing everything (?) by the book. I can't beleive I'm the only one with this problem, but there's no hint anywhere, these services are just taken for granted in every manual I've read.
