Windows source code leaked?

I was never aware that Microsoft actually licenses the source code to universities and such. The article doesn't say much, but it could be interesting to say the least.

That big anti-trust/monopoly lawsuit they settled with the goverment (aka, or better known as the joke of the century) had some requirements that they release or show portions of their code to certain groups like government agencies.
