Windows'98 v1 bug

You know, I am always thinkinh "bann him already!" but then, after I look at the pictures you post for a while...and when I read the text you post...it makes me feel better...it makes me a better person.

PS Please reply with a normal person's answer. If you give a short sentence fragment that doesn't make any sense I'll be thinking "ban him" to myself as well.
 
Ye, I think the "bug" is the rectangle on the screen shot, but it looks more like poor jpeg compression to me...
