X.2 install problems

For some reason or another, My CD-ROM refuses boot off of the 10.2 install disk, No matter what I do, I even unplugged the IDE cable from my hard drives, It wont start up from the CD.
That aside, Is there anyway to Copy the CD install files over to my second HD and trick my computer into thinking that its a CD to boot from? All my efforts have failed attempting this, Can someone help?
 
I have 10.2 installed on my powerbook G3_400, Could i Just copy the system over to my computer with the bad cd-rom? Or are there proprietary files installed for the powerbook?
