The hal.dll error indicates that there is some trouble with the Partition Map for Windows. The only way i figured out is to merge the BootCamp Partition with the Standard Mac-Partition. Afterwards reinstall Windows and everything should be fine.
But to be honest, with 10.5.1 this way will not do...

I only can advise you to get the Displays.PrefPane back. In order to do so
you need either to install 10.4.1 on a different partition or
you know someone who has 10.4.1 installed too. The File you've deleted is just about 200 K small.

Probably the easiest way:
If you have a MacOS9.1 CD or MacOS 9.2 CD available, just drag and drop the System Folder to your HardDrive. Go to System Preferences -> Classic
Select the copied MacOS 9
This should do it for basic Apps. If not, just get the MacOS 9.2.1 and 9.2.2 Update. Install...

1.) get the latest update to your operating system.
2.) get the ATI Dispays 4.5.1 Tool: http://www.macupdate.com/info.php/id/13327
3.) get the latest Warcraft III Patch
Result: No Software Mode, no color problems, just fun!!!

I am an user of an iBook, and ihave too an external HDD. I think you need to download an Firmware update for your extrernal drive (e.g. LaCie,...). I had the same Problem after i updated the Operating system. So maybe it is a related case :-)
