Looks like I have a resolution! I tried all kind of things at this stage, Pulling CD drives, replacing RAM, everything that I could think of that was related. Turns out, pulling the video card allowed the machine to start up! I cleaned the socket, replaced the card and now it works...
I thought I would start fresh, since i messed the specs up in this post.

My Power Mac G5, Dual 1.8 GHz, 4G RAM, 80G HD (Mac OS X 10.4.11) will not start up fully, and I'm not sure what else to try or if I have a dead computer here.
I have tried the following:
- Resetting PRAM
- Replaced PRAM Battery
- Booted in Open Firmware, NVRAM reset
- Booted in Target...
