    I had a similar problem a couple weeks ago, but with ‘old’ apps. Not all, but some, and frequently used. Click on a dock icon - nothing. Double click an app file - nothing. Right click and select open - nothing. A reboot fixed it.

    The home button on my iPad Pro (new 7/2016) has become undependable. Since I use a smart keyboard, I try to use cmd-H as much as possible, but it doesn’t work everywhere. When I’m away from the keyboard, I’m SOL. Is there any way to define a keystroke / screen tap combo as a virtual home button?

    I found a way, but it’s not general at all. I had installed El Capitan in a Parallels virtual machine. After booting it up, it happily ate my old backup. Then I copied everything to a folder on my New machine. All OK.
