I had this happen when 'test-driving' a iMac on display at Micro Center Mall and it was doing the same thing. Never did find out why. Something with dashboard. I still have 10.3.9 so I have no way to test anything.

I'd make sure you arent putting 0s as Os and vise-versa as mentioned above. That has caused many problems for me.

Try using a program called Pacifist to install iPhoto and Quicktime back off of the OS X CD. It can be found here: http://macupdate.com/info.php/id/6812 Insert your OSX CD. Start Pacifist Click "Open OS X Install Packages" (or something like that) Wait.... and then browse through...

I agree. I'm on a XP machine now. I believe Vista (btw what kind of name is that?) is going to slow down the computer even more than XP... and that's saying something. I prefer 2000 over XP anyday, because it is the exact same OS - except it uses the windows classic look and is much faster...

Was that part of the laptop ever broke? Often times the solder connections from that plug on the motherboard will break and require re-soldering. Not sure how much that would be to have fixed.

Ok problem solved. I used Pacifist to reinstall Safari and all is now good. :)
