Quake 3 is faster in OSX than OS9 for me. If you are having troubles, you really should go visit the Q3W Forums and poke around the Macintosh section. There is also a FAQ there for doing timedemos and tweaking your configs.

No, the feature is still not disabled by default. You still should be able to enable it yourself. You can also see the results if you have the Dev Tools and open the window list in Quartz Debug.app.
