    Zammy-Sam is right. Yet I do not find Windows XP well documented enough (or is it me?). That's why I tend to AnalogX Proxy, which is very simple. Btw, AnalogX Proxy accepts HTTP, HTTPs, POP3, SMPT, FTP, ICQ, and many orthers. You should give it a try, it rocks!
