I believe GIMP is available in Universal Binary, that would solve the Photoshop issue but you need gobs or RAM to run Photoshop period.I limp by with 1 Gig and only open 1-2 apps at a time.
Sounds like you are using Apple VPN on a server with only 1 NIc enabled so there is no routing to the inside network, if this isn't correct provide more detail.
seen something similar with bombich NetRestore, turn only 1 NIC on on the server, make sure the image shows up from the network by choosing the starup disk on a machine, make sure NFS is running, enable DHCP service,
all I have for now..
I have 9 xServes, upgraded them all to 10.4.6, all ran AFP prior to and after the upgrade fine.
I saw some reports of breakage, I'd try booting into single sign in mode and running disk permissions, some upgrades play havoc with them.
I use a 1.83 and Office runs as well as it did on a G4 Powerbook 1.33, I don't notice any real difference. You did upgrade beyond 512M of RAM didn't you? If not I suspect you need RAM. Rosetta forces apps to become memory hogs. If you don't have a Gig or more, try that because you'll be waiting...

its possible your downloads are set to go to desktop and you have permission issues. Go to disk Utility, repair permissions, rebot and try again. If you are staying connected to the wireless, I suspect the OS and permissions are the first thing Apple will tell you to try.
I have a 8614 serial machine which is a D board. I run it on a lappad because it is warm. I would say it is about the same as my G4 Powerbook 1.33. It is actually cooler running on battery than the G4 but when charging and using at the same time with processors maxed for 5 minutes it gets hot...
I have a Belkin USB Keyboard switch and use a wireless Logitech Keyboard and mouse. Never had problems with Panther or my XP machine but with Tiger I get a error on every boot saying the keyboard can't be recognized. I manually set it but it does it every boot.
