10.3.2 Preview cannot open Chinese Files

I've encountered a bug in 10.3.2, it happens when the following criteria matches
1. You have a Mac OS X 10.3 installed, English is set to be the default
language.
2. You have some files with filenames which contains chinese characters, or the path that contains the file have chinese characters.
3. The file is a JPG, PNG, PDF or possibly others (but not TIFF)
4. You use Preview to open the file.

When the file is opened, Preview launched, but the file is not being displayed. You have to click "Cmd-Tab" to switch to another app and switch back before the file is being displayed.

When you opened "Console.app", you'll got the following message
Preview[1284] Conversion to encoding 30 failed for string
"/Users/mike/Pictures...

Have anyone encountered this before? This only happens in Panther
I've reported a bug to Apple, but so far there is no response.

(Someone says that they didn't have this problem, but I've re-installed Panther twice, this happens even on a clean system)
 
sorry i don't have that problem; have you tried various image files? maybe your files are corrupt?? can you check if Photoshop can open those files okay?
 
I've tried almost every image files in my system. The problem happens in Preview only. I can open the file correctly in Photoshop.
