-3260 connection failure (Entourage & MAC Mail) OS X 10.4

Reciently we changed our email from locally provided (our ISP) to a 3rd party pop3 email provider mail46.ixwebserver.com. Since then all of the local Charter School which uses MACs have not been able to get or send email. They all get the same -3260 connection failure unable to connect with server. I know this question has come up in the past, but the solution didn't seem to fit our situation. The school does have an internal internet gateway called secure school through which all email is sent it uses proxy services but nothing has changed on that server. Internet access still works as before. All was fine until we change from the local ISP providedi email to the new 3rd party pop3. The local was also pop3. Can anyone help. Web mail to that server does work. I have tried it. But the first time I attempted to use the alias didn't work until I used the real website name.
