Did you mount the disk image before you burned it?
(but you get what you pay for. real developer seed CDs don't have this problem).
Anyhow, if you mounted the image, it is broken. Maybe you can fix it, or maybe you have to find another fresh copy. This problem has been noted since at least DP3.
