700MB CD-R in 10.4 = 670MB in 10.3?

When I insert a 700MB recordable CD in my MacBook Pro (10.4.8) it tells me there's over 700MB of space on the disc. When I insert the same blank CD in my iBook G4 running 10.3.9, the space on the disc is suddenly under 670MB ("Available: 660.7MB").

I have a CD with 684MB on it that I want to duplicate. I can copy it to a 700MB disc in 10.4.8, but it won't fit on the same disc in 10.3.9. (Same result on two Macs running 10.3.9.) Why?

Has anyone else run into this? Is there any way to get 700MB onto a 700MB disc in 10.3.9?
 
10.3 uses less effective burning system.
10.4 uses the space more effectively on the burned media.

In 10.3 using a third party software will make burning 700 mb on a 700 mb disk possible. E.g. Firestarter fx will do it http://www.projectomega.org/subcat.php?lg=en&php=products_firestarter

Thanks for the suggestion; I'll check it out. Too complicated, though, for my friend who's just trying to make a copy of a disk image I put on his computer. Looks like the problem is something funny about how 10.3.9 makes a CD in the Finder, somehow losing over 30MB of space; but it appears that it will burn an image containing 685MB of data to a 700MB disc okay. Weird.
