A black box surrounds selections + speech says what it is. how do I turn it off?

Like it says in the title, a black box now decides it wanted to outline my selection box and then the computer says whatever's happening.

If I have something selected, it says it. right now, it's saying out each letter as I type.

how do I turn it off? please? help? please?
 
In OSX it is in the Speech preference window (system preferences), you will also find a window for Universal Acess, be sure that everything is set ok there. In OS9, you will find it in the control panels
 
Sounds like you have VoiceOver enabled. Try hitting Command-F5

Or go to System Preferences -> Universal Access -> Seeing - VoiceOver: Off
