Aargh! : Can't create a new user

below is a post from 2001. I'm having the same problem

Aargh! : Can't create a new user

Now when I try to create a new user, I get no response - the "Create new user" button in the users panel of System Prefs appears to be active (it is not faded), but does nothing.

Does anyone have an idea how I could sort this out without reinstalling the OS Alternatively, can I create a new user in the terminal, and just bypass all this flakey Apple System Preferences GUI.

I was able to create a new user in NetInfo, I can log in but the System Preferences is empty. Any one know a fix for either of these?
 
The user you are currently using (to see the desktop, finder etc.), does it have administration access? i.e. is it set to be an administrator on your machine?
