accessing .local through subnets

Alright, here is the real situation!

Server.local has airport card.
Powerbook.local has airport card.
Tower.local has NO airport card.

Server.local and powerbook.local are connected to the wireless network. Tower.local is connected to server.local via ethernet and server.local is sharing internet.

I can't get tower.local to connect to powerbook.local using "powerbook.local" But, I can get it to connect typing it's IP: 192.168.1.102

What I just attempted to do was configure DNS/BIND on server.local to route the "powerbook.local" to the IP of the powerbook. I used Webmin to set this up as both a Master Zone and a forward zone. Neither of which seemed to work.

I'm using Chronosync to sync from tower.local to powerbook.local and i don't want to go in and update my sync settings to use the IP instead of "powerbook.local" because this is a temporary setup.

Does this makes any sense? Any help would be appreciated!!

Thank you!
