Accounts pane in system prefs

I may have a problem -- and then again, I may not. But I'm just not sure, which is why I'm asking.
I wanted to create a new user. I went to system preferences, but the accounts preference wasn't there. There is a My Accounts preference pane, but not one for Accounts.
I don't think I've deleted it (I know for sure not intentionally), but maybe it did get deleted somehow.
Anyone know what's up and how to work with this?

Heh, I was amazed nobody else had reported this before. I'm in your situation, and went only as far as you did in my attempt to find the solution. Yup, the accounts preference pane is not showing up in the system preferences application.

Just curious, how many icons for "Universal Access" do you see in the System Preferences application? I see two.
 
Quit System Preferences, then delete ~/Library/com.apple.systempreferences.plist

Next time you run System Preferences, everything should be OK.

Unfortunately, your suggestion didn't work. I deleted the plist and actually went so far as to restart. But when I did, the system preferences hadn't changed.
And Dusky, I've only got one Universal Access in my system prefs, so I guess you've got me there! :)
