Adding A large list of users in OS X Server.

I need to add a large list of users. Apple's great wisdom decided to make this possible ONLY through an XML formated text file. Ok, fine, I can deal with that, so I created a perl script that will convert a list of users, passwords, and groups in to the format that they have published in the Admin Guide. Well, either the format in the guide is wrong or I'm going blind because every time I try to import the XML file I get "This File is not in the proper format."

Does anyone have any experience with this? Please share! If you need to see the script I'll post it.
