Airport express with Static IP

I am trying to set up a wireless network for my aging mom. I am not extremely tech savvy, but can get around. I called her internet service provider (Windstream) to get the settings for her connection. They said because she is in a remote area, they do not have DHCP available, only Static IP. They Gave me the Static Ip Address, Subnet Mask, Gateway, Primary & Secondary DNS. They also said she had a name and passwrd and needed to set up using PPPoe.
After three hours on the phone , with a NON mac Friendly Upper Level Tech Support, We gave up...and put her ethernet cable back in the Computer, and she is tethered again.

I have set up AIrports with DHCP - But Have no idea how to Set up the Static IP and PPPoe.....and the Tech did not know either. Finally, they told me, if the ethernet works, then the problem is my Airport.

Can someone give me instructions to setup the Wireless for her. I plan on driving over to try again, but do not want it to be in vain.
 
Open /Applications/Utilities/Airport Utility and when it opens select 'Manual Setup'. In Manual Setup select the mini-tab 'Internet' and when that opens in the "Connect Using:" pull-down and select "PPPoE". Then in the mini-tabs select "TCP/IP". In there select the "Connect IPv4" pull-down and select 'Manually'. Then fill out the static IPs the ISP gave you. Then look near the bottom of the pane to save the new configuration and this will be the static IP setup.
