All Programs Won't Quit, Must Force Quit

Whenever I quit a program, any program, it will not quit. The program looks as if its quit, but on the dock it still shows up as "application not responding" and I have to force quit.

I'm running Mac OS X 10.4.4 on a PPC machine.
 
Try bringing your system up-to-date first. Download the 10.4.11 Combo updater from Apple's website and install it, and, after that's installed, run Software Update until no more updates appear.

A lot of applications these days require a minimum of 10.4.11 to run.
 
10.4.4 - why that build? Upgrade to 10.4.11 first.
Can you kill the applications from Activity Monitor or from terminal?
