All User Desktop and DOck

Is there a way to set the dock and desktop to be the same for all users? I have my computers logging into Active Directory so I need some solution to make certain aliases and shortcuts on the desktop and dock.

If you haven't actually created the local accounts yet, then an easy way would be to create a template user, and set that user up exactly as you want (dock, favorites & bookmarks, etc). Then, from the Terminal (you'll need to use sudo), copy the files of the template user over the existing /System/Library/User Template/English.lproj. This will set the template user as you desire. As you then add accounts, they'll all get the initial setup that you have created from the template.
