anyway to customize the dock background?

i think i saw an app that did it for 10.1 but i cant find the link anymore and im currently on 10.3 (so im not positive it'll work anyhow)

Anyone know of anyway to customize the dock? if possible id like to make my own graphics. :D
 
wait.. how do i get skin a dock to work when there is a preferencepanes folder in my library? im running 10.2.4
