Apache in Panther: how to enable Directory Listing

I recently installed osx 10.3. Everything works fine but when i turn on Apache (websharing) and i surf to a location like http://127.0.0.1/~user/somedir/ and there's no index.html or .php file in there I alwas get the FORBIDDEN message. I tried all the stuff in the httpd.conf file (' Options Indexes', putting a .htaccess file in the webroot dir...) but it still doesn't work. How can I turn Directory listing on in osx 10.3 Panther?
Anybody an idea about it?
 
Check permissions...
U can't show the content of a folder if it isn't readable by world ;)
 
the permissions are set to 'read only' for 'others' and 'read & write' for me (admin). Then i tried 'read only' for group (www) But the dirs still aren't displayed...
