Applications Folder

I just bought a copy of Jesse Feiler's book : Mac OS X -- The Complete Reference.

In it, there is a brief discussion of the Applications folder. The book states that there should be an Applications folder at the root level, and in each individual user's folder. I don't have an App folder in each users folder.

Is this something in the settings that I have to activate, or is it something else.

What gives??

You only need an extra Applications folder in your user's home directory if you are installing applications that only that user should be able to use (inaccessible to other users).

I seem to remember an Applications folder in my user account in either the beta or 10.0. Does any one else remember this?
