apps that quit on last window close (M$ windows-like behavior)

I noticed the new version 1.3 of Captain FTP quits when you close the last window. That is so un-mac like and lame. Then I thought about it. Toast quits when you close it's window. And simple accessories like calculator always do, as well.

Anything other than a tiny accessory should not do this. Is there a purpose?

Well, that behavior would make sense in OS 9 or earlier, in order to free up memory. In OS X, it seems rather pointless.

Agreed. In OS 9, this scheme was a bit more practical, since beginners often forget that they still have programs open. The Application menu in the upper right..... out of sight, out of mind. However, now that we have a dock, and everything is in plain sight, this seems a bit silly to me.
