are dvd's that i burn region 0 (all)?

dear everyone-

i'm using my G4 laptop 10.3.9 superdrive to burn DVD's of a film i made, and sending it to international film festivals. Occasionally, i hear that my DVD didn't play, even when they try different machines and computers to play it. Could that be a 'REGION CODE' issue? i know you can set the region code for the mac to play commercial DVD's, but does one need to set codes for BURNING DVD's?
 
Well maybe its the fact that is a dvd-r or dvd+r... I personally have always used dvd -r's... Havent had a player that hasnt played em yet!
