Assigning keys

I have a PowerPC G5, OSX 10.4.11 with a wired numeric keyboard. I enter a lot of numbers. How can I assign one of the function keys on the right side of the keyboard, above the number pad, F16, F17, F18, or F19 to be a "TAB" key so I can move around fields when entering numeric data?
 
This FREE utility will do that for you, I know this because I just tested it before this post.
I've used Spark for years now, I have all those almost useless Function keys configured to open my most popular applications. (Browser, Mail, TextEdit etc.)

It works. Thank you. I have been looking for something like this for a long time. Most of the recommendations were for complex apps made for professional programmers. This is excellent. Thanks again.
