I've only just noticed that I don't seem to be able to scroll a background window by using the mouse scroll button, now that I've upgraded to 10.2.4. I'm sure this was a feature that existed with 10.2.3.
I actually noticed it first when Safari arrived. In fact, Safari is a bit picky about how it lets you scrolls it's windows particularly with paned/panelled web pages. I find that I have to always click on the pane first before I can scroll with my mouse scroll button. Maybe my mouse (Microsoft Intellimouse Optical - Microsoft Intellipoint version 3.1 software) is the culprit.
With a 21" monitor, I can have multiple windows open in a browser like Safari and it was very handy being able to scroll a background window or app while staying in the present window/app (an example of this is being able to read instructions from a help document and carrying out the instructions in the application without having to swap backwards and forwards).
